ServiceNow CoE operating models: four ways to staff one model

GCC Now editorial team · Nov 3, 2026 · 2 min read

Short answer

A ServiceNow center of excellence (CoE) can be staffed four ways under one operating model: managed capacity, contract-to-hire, managed services and boutique build-operate-transfer (BOT). The boards, roles and scorecard stay the same. What changes is who employs the people, who carries the risk and how ownership moves to you.

How to choose

Ask three questions. Do you have a named Platform Owner? Does headquarters expect the center to own the platform in two years? Is demand stable or growing? A named owner and an ownership mandate point toward contract-to-hire or BOT.

Write the exit in

Whatever the model, the contract should date the next decision and list what's handed over: runbooks, the architecture repository and dashboards. See BOT vs managed capacity and in-house vs partner CoE.
